It's a Standard car so, as per the FAQ thread stuck to the top of the forum, it'll show up in used cars at some point. Yes, you need to be level 24 to buy it, but not to see it - higher level cars appear all the time in used cars, as you'll know from looking at your day 1 list when you were level 0.
The used cars are on an extremely long rotation. It'll show up again, just quite some time later.
The quickest way to skip game days is to go into licences, pick B1 and keep selecting "next licence" once it has loaded. This allows you to skip 10 days a time, but you should only skip as far as B5 as this will completely renew your used car garage, without you missing any.
