Well, a "Digital Darkroom" is so named because the computer allows you to do electronically what you can do in a darkroom, specifically controlling the development of the picture, cropping, enlarging, experimentation with media types etc.
I was actually asked if I had a darkroom once, to which I replied "Well, a digital one, yeah".
A Lightroom is so named because when doing home development and printing of pictures, you have to keep all the lights off (save for a dim red one), or you risk trashing the film. With a PC, and image manipulation on computer, there is no such requirement, hence you can have the lights on, therefore it's not a darkroom but a lightroom.
