I hope this is not a sign of a cycle for the Specialty Dealer...
It's good for new player, OK, but several cars are already blocked... Have a mixed of new and old cars will be better.

New players need the cars that the rest of us haven't gotten yet exactly as much as they need the cars that came out 3 months ago. It makes zero difference to a new player.
T10 is stalling, which I only have sarcastic guesses as to why. I don't see anyone saying "I'm so happy they're dragging this out forever", but I do see people saying "holy hell it's gonna take a year to have a shot at some of these **** locked cars".
So, sarcastic guesses as to why they want to piss everyone off by being stupid.
