I'm not sure I'd play Horizon as much if I weren't already part of a community where I could talk about it. Today's mini-thread about Rivals was just an example even if I had to be called out by name and challenged before I took part.

Because people will always complain, developers are always lazy and greedy and soulless, and the best game in a franchise is always the previous one.people still complaint.
And a lot of it is not even down to Microsoft, because Forza always relied a lot on interested third parties (read: fans and communities of fans) to do the "community-building" job for them. Historically, the car game that delivered "an experience" was Gran Turismo; Forza was less slick, less polished, more barebones, but it provided a series of tools you could use to do whatever you wanted (within reason), and people did just that. Problem is, back in the good old days you had forums as an aggregator of like-minded players; in what many describe as Horizon's "peak" you still had social networks. Nowadays you have "influencers" who have realized that, after the hype has died down, whinging and complaining about non-issues for twenty minutes gets them more clicks and views than anything else.A lot of what’s covered in this is not up to Playground unfortunately, it’s down to how much budget is given to them by Microsoft, the cost of agency work (lots of the streamed content was hosted by Playground but produced by a third party), the number of staff assigned to community management (before and after Turn 10 layoffs) etc.
AR12 had similar complaints but I'm not buying into any of that BS because the game already offers soo much. I think a lot of people forget how lucky we are when it comes to modern games and the sheer amount of features that are now commonplace. You have the ability to create soo many different experiences and cars that you just couldn't in the past, all whilst taking place in a world that's vibrant and varied. They are the exact things we wished for 20 years ago, and yet some have the audacity to ask for EVEN MORE? I’m sure Playground would love to do loads of things, but the #1 priority is “make the game/content” and it seems there’s less breathing room to do the nice-to-haves compared to 5 years ago.
XBOX is a lot more cost-conscious these days and while a thriving community is great to have for sentiment and legacy, it mainly appeals to people who are already deep into the games so the return on investment is comparatively low vs making new cars/DLC/games. This is also why many power user features (he covers competitive play in the video but it also applies to painters/tuners) have also either been untouched or degrading over several games, they don’t put bums in seats in the same way that a Hot Wheels Expansion does.
The forums being wiped is sad though, not only was it an archive of community history but it was sometimes good for troubleshooting issues through Google searches.
