Is that the extension for the clamps on the wheel. For tables that have a lip on the under side.

Edit - on second look maybe a plug that covers a screw hole.

Looks like a bung, nothing to worry about. There will be an open hole somewhere on the hardware that it fits back into, not exactly a key part but they are intended to keep dust and other contaminates out of the internals.

How close are your pedals to the console? Is your console flat or on its side?
I have my console on it side in my entertainment center and I'm constantly finding those on the shelf or on the floor. In my case they're rubber feet that keep the console from sliding when flat and they conceal screws for (I assume) disassembling the body.
