Frame-rate now solid

Yep the game is improved in pretty much all areas with the updates. This is a good improvement. TBH fps drops here and there is ok as it is very difficult to impossible to notice. Most games run at 30fps with few drops here and there and those are also acceptable.

Game was done in 2010. They can only change settings to improve the graphics, performance now. The graphics have improved as well the lighting is tweaked.

This is not true. They could, if they choose, replace every model and texture in the game. As well as rewrite the shader scripts...which I believe they have done at least once. Further optimization and better compression techniques can be implemented as well. Although, optimization does have limitations.
 
BUT, after downloading patch 2.03 I ran into massive issues at the Nordschleife. It dropped down to 20 or lower, to the point you could clearly see each frame skip to the next. I also observed curbs appearing to be shifting back and forth as if somehow stuck between frames, but side-to-side and not in the direction of travel.
I dont really have an eye for stuff like this cuz if you ask me ive never noticed problems like these ever since GT5 was realesed but since 2.03 ive defenitly seen the frame rate drop if i look at the cubring it does appear to almost flicker like strobe like ive also seen ramdom horizontal line scroll up the screen every few seconds they look kinda like splits in the graphics there hard to decribe . ill have to visit other tracks ive only been spending my time on Nordschlife to notice anything.

I've noticed in one camera angle at Le Sarthe 2009 between Arnage and the Porsche Curves that it does something similar post-2.03, with the framerate suddenly dropping into what looks to be the teens. It isn't anything that I can see on the track causing it, it had nothing to do with the amount or type of cars on screen, and it doesn't do it in any other camera angle (including other replay angles). Just that one replay angle. I tested it with multiple replays, and it happened consistently. It was weird.

They can only tweak the settings. If they make little bigger changes then they will have to make even more changes to compensate that because everything is related to one another. It is highly unlikely anyone will think about it. When the game is released they can fill in some loop holes.
 
Last night in an Official Race of my Board we've had too many lag problems and FRAME RATE very very low..

These problems started at the end of last summer , we always have the vocal chat disabled in our races (we use TS3) ...

But this night one Driver had this ...

For a racing sim title you would consider 30fps with drops below that at times to be acceptable?

I know I don't.

Has anyone else noticed the 3rd person cam randomly kind of "wiggle".. I think it's a bug, the camera seems to switch from left eye cam to right eye cam even though I'm not playing on a 3D TV.. I had hooked my ps3 up to a 3D TV though so maybe that's why? I can't figure it out and it's very annoying :\

it's been discussed here a couple of times, and 30 fps (or even less) is not acceptable in a racing game or in anything that requires precision and/or smooth inputs.

Also frame drops are always very noticeable. This has to do with the common misconception that the human eye con only see up to 30fps, whereas without motion blur it can handle 200 and even more.

No, they can replace every single texture and model. I think you should elaborate what you mean by tweak the settings. As I stated, there are are great many things they can do to improve both effective graphics and performance. They can recode the entire game independant of the disc if they choose. Everything is always on the table in the world of the interwebs. What does tweak the settings mean again?

I knew about the misconception some people have about 30fps, but I had no idea about what's bolded.

The future. It's freaky. Imagine the tvs of the future.
