It's a private forum with rules set by the owner of the site. You can say whatever you want as long as it is within those rules, after all you did agree to them when you signed up. It seems pretty lenient on what you can say though, I mean look at the Opinion Forums.

This is private property. You either agree to the rules (you've done so twice) and enter or you don't and you stay out. Since your ban expires in about 4 hours, it's surprising you felt the need to reregister to ask such a banal question.
