On GTPlanet? We... don't do that.

You can "follow" someone, by going to their profile and clicking the "Follow" button in the top-right corner.

Do they mean on GTPlanet, or do they mean a PlayStation Network friend request?

If it's for an online race series (and it looks like it is), it'll be on PlayStation Network. You'd need to be PSN friends with the person in question to join the game lobby for the series you want to race in.

GTP doesn't have a friends system, so it'd be very odd for someone to ask for a GTP friend request.
