While messing around in arcade I decided to do a 10 lap on Route X with McLaren F1, So I was up against a while field of GT Criterion Concepts. Lap 4 all the GT's started slowing down. Didn't know they used electric so I just drove past them. I thought when Fuel consumption is off they don't use anything.

Not sure Monsieur André Citroën would appreciate though. French people too could make a funny pun with Ford being Frod (pronounced as a fraud); but as we say, we can laugh at anything, but not with anybody.
 
Actually Citroën is originally a Dutch name, before the family of Andre Citroën emigrated from the Netherlands to France they were called Citroen, which means lemon.

By the way, isn't Criterion a games developer?

Car name mispronunciation, lemons, french people, why does something tell me this thread has the ability to go "tree thread" status?
 
There are sadly a lot of jokes to be made about Citroen's being lemons (making their name ironic).

Okay, I'll try to actually answer your main question if I can that is, more an observation I had too.
When you drive the electric Citroën GT-Concept in free practice mode with tyre wear/fuel consumption off, it still can only reach a certain amount of mileage before it runs out of steam and then can only reach 80 km/h (forever, unless you exit and start again).
I think it's the same for every other electric car too, although it perhaps is strange considering the fuel consumption is set to off.
Whether this is done deliberately (to illustrate their limited range) or just an overseen flaw (or couldn't be bothered to change the way they implemented its function), petrol-engined cars can run forever with the fuel consumption set to off.
