general questions

I have some questions related to tuning
first, know do you set the gear ratios in relation to the engine curve and the power band. I think the power band is the area or RPM between peak torque and horsepower right? or is it just the area around peak torque or horsepower? Also, to tune the gears according to the power band simply means set the gear ratios so that the engine runs in the power band as much as possible, right? How do you set the gears to do that. Also, what does it mean by final gear?

secondly, What exactly is understeer? Understeer isn't the same as sliding towards the outside of the turn, right? How do you fix understeer? I guess what I'm asking is, how do you know when under/oversteer or sliding is the result of too much speed in corners, or the car's setup?

I'd appreciate it if you could answer some of these, I'd really like to be able to fine tune my cars for different tracks and what not.

To your second question:
What I think of understeer is when the car is not very maneuverable or hard to turn. It is the opposite of oversteer, which the back end tends to come out and is easy to turn through a harpin. For example: the Pontiac Sunfire Concept has a bunch of understeer.
When you are going through corners too fast, the car slides, and that isn't understeer. Example: You are going through a 90 degree turn at 110 mph when it should turn at 100 mph, the car will slide. When you are going through the turn at 100 mph, the recommended speed, and the car is hard to turn, that is understeer.
