Level 1 is correct, but you're wrong on everything else. A blue prize car ticket will get you a RANDOM car of the type or level of the ticket. And you don't get them at a specific level, you get them for completing some Special Events or all the events of a particular Series (Beginner, Amateur, so on) in A- or B-Spec.
