Filter > Sketch > Chrome.

liquify is cool on some things but totally messes up other things.

I didn't use liquify.

Filter > Render > Clouds (Dark blue as foreground, black as back)
Filter > Distort > Twirl (Forgot what settings)
Filter > Sketch > Chrome (All sliders as far as possible to right)
Image > Adjustments > Color Balance (muck around with blues)

If that doesn't work:
Filter > Render > Clouds (Dark blue as foreground, black as back)
Filter > Distort > Twirl (Forgot what settings)
Filter > Artistic > Plastic Wrap
Filter > Distort > Twirl (same settings as last time)
Filter > Sketch > Chrome (All sliders as far as possible to right)
Image > Adjustments > Color Balance (muck around with blues)

I think thats how I made it.

I have used the liquify tool before. Il ike using 'Bloat' in butting big hills so to speak in pictures.

Shift pixels can also produce some cool effects.

I showed my buddy and he says you can expand upon it. Add things and reduce their opacity and fool with their angles. not only will it be more of a whirlpool, but it'll give it a 3D look at the same time.

The thing is, it isn't supposed to look like a whirlpool, just glossy water....
