Good budget wheel for GT5?

Look for a used Logitech Driving Force Pro on eBay. This was the official GT4 wheel, but it is still a great wheel if you can find one.

Your options are really limited at that range, besides finding a decent used Logitech Driving Force, GT Force or MOMO, if you really want something brand new you might try the Thrustmaster Ferrari GT Experience Racing Wheel for PS3, which can be found on Amazon.com...

Until I received my Logitech G27, I was using the Logitech Gran Turismo wheel from Playstation 2. It isn't in the same caliber as the newer wheels (doesn't rotate 900 degrees, and only has paddle shifter buttons on back of wheel), but it worked pretty well. I would imagine you could find one of those on Ebay pretty cheap.
