It's in Little Havana, and you can find a severed arm in the window. Am I right?
 
That's right AP1. It is also though that that arm belonged to the skeleton behind 'Funeraria Romero'. You can also find a human organ for sale.
That question sorta popped up some 20 pages ago I think.

Yeah its probaly the first one, because it has a link to the kentpaul website not vice city one.
