GT Concept + GT3

I have USA and Japanese versions of GT3.

Can I modify GT Concept cars from the Japanese version and use them in my Japanese version GT3?
 
No. The cars' parts need to be on the disc of the game - since there is no Hashiken NSX-R LM Road Version (for example) in GT3, you wouldn't be able to use it's parts in a GT3 hybrid car.

However, all the GT3 cars ARE contained on the GTConcept disc.
 
Correct.

So you can borrow, say, a Zonda Race Car's brakes, and attach them to a Nissan mm.

One thing you should be aware of in GTC, is that the car you select in the game will have the same appearance as the original car did, until you reach the track. So if you swap in a Mazda 787B or P001 F1 car (F094/S) for a Ford Ka, the car you select will still LOOK like the Ford Ka, but it will actually be the 787B or P001 on-track.
 
Really? Now that I didn't know... I was all set to run a P001 in the pod race too :D
