PS3 is not only region free, and not only can you create mulitple PSN accounts for any regions you like, but in Home, I believe you can invite someone who is signed on with an account from a different region to join you in yours and on your specific server.
At least I have done that with friends who are from another region using their local PSN accounts.
Also, there are detailed explantions about the different PSN regions in several threads here, inclusing the PSN Store thread, the Home thread, and the PS3 General Discussion thread, among others.
If you are having trouble finding them, you can always try and use the search feature on GTP, or Google. 👍
