The newest Subaru Impreza with minor upgrades.

It's also epic on ice. About 400hp is good.

The Toyota concept car that you unlock quite early on is good for the tarmac rally. But the Impreza is good too.

I used

Beginner
Honda Civic in the Dirt and Snow. Worked good on dirt blew them away in the snow
The Hommel on the Tarmac. Blew them away.

Intermediate
I used a Lancer on the dirt and snow. No problems on Dirt, destroyed them on snow
I used the Lotus 111R RM. Totally blew them away then went back with the Lancer and beat them again though not as bad as the Lotus.

Advanced
Ford RS200 Rally fully tuned on all three. Won every leg by at least 6 seconds some by as many as 50 seconds. Piece of cake

Beginner go with a ..about 89 Celica GT four (might be called an All trac can't recall) it has pop up headlights it's 4wd and will make a joke out of everything else.

The Lancia Delta S4 is excellent for the advanced as well. A great car :)
I tryed the Delta as well. All I did was change the oil and put tires on it. I had no problems beating them and of course destroyed them in the snow.

The Ford was a bit stronger but I did add the Mid RPM turbo and Stage 3 engine to it so I was pushing about 150 hp more than the Delta and changed the gearing so I was getting 170mph on the straights. That was fun in the snow :)

I tried the Delta with just an oil change and I was doing good until the stage in the dirt where it rains, I was about 15 seconds behind. I can't figure out the best way to handle those slow corners and turns. Can anyone advise on that? Thanks.
