I'm trying to break the High Speed Ring world record lap time of, as I understand it, 44.474. I just did a 45.792 with the black Castrol Supra after several hours of tuning and testing. Is there anything I can do to increase acceleration out of the corners while not sacrificing handling/stability too much? I'm kinda stumped. Every 4 tries or so I get a tenth of a second faster, but I think I've hit my best possible. What can I do?

Which criteria do you use for setting the WR?

Arcade mode or simulation? Very different physics. Since (in this case) you used Castrol Tom's Supra, this would be Simulation mode for this particular attempt.

Wall riding or clean driving? Also a big difference since wall riding enables sub 40 sec time;
