Well, once you get it, do a race and use heavy braking alot. then watch the replay with all of the options turned on. Make sure the red braking indication bar is going up all the way...

No, I dont have the wheel, but a friend of mine got one that came with the PS2 and Gran Turismo in something called the "Racing Package" or something very close to that. After a few races he realized that the brakes were not fully engaged, he looked it up on the internet and it would cost like $20 for some part to get it fixed. I am not sure, if they are still selling them like this or what, but just keep your eyes peeled.
