Yup, that's the act-labs shifter. I don't think it's an act-labs wheel, though...even if it was, the DFP is still a better choice simply because of the 900* capability.
Also, that is indeed GTLegends, but does the Nordschleife come with the game, or did that kid download it? It's one of the least-accurate versions of the Nurburgring I've ever seen.

Even PGR2 or Forza are more accurate at some parts.
I've always been interested in GTL, but with the arcade-game-style career mode (the game forces you to race to unlock pretty much
everything, even for multiplayer), almost unavoidable control lag (notice the movement of the kid's wheel, and the movement of the virtual car's wheel), and the modern-racecar-style lack of steering lock, without modern-racecar-style tire grip (personal preference -- I can't stand spinning out
just because I can't counter-steer enough) have always put me off....
