I am a web developer and I have been looking for ideas for a side-project to work on. The only issue I have is gathering the necessary data. If I had a "data-collector", I have no problem starting this project.
Just to get something started, it would be fairly simple to setup a "car settings/tuning" database where Players can submit the tunes for cars that worked for them on a specific track. I actually have a splendid idea for the potential functionality...
I would most likely program the application in Ruby(Ruby on Rails) and MySQL for the database.
