Definitely not. If PD called them race mods, gamers would be in uproar that those production cars (RX-7, Challenger SRT-8, CR-Z, Prius, etc), which are available to everyone in the premium dealership, could not be made RM'd until they purchased them with money, well that would be fateful for PD. Much like Capcom hiding DLC on release, in RE5, and having gamers "unlock" it through money. It's never a good thing.
They call them touring cars to avoid the serious flaming. They are race mods. In GT6, those cars will turn to cars with RM capabilities. I cannot be the only one to see this. I am not THAT intelligent.

They are decoupled RMs. They were intentionally decoupled because they were only available as DLC.
