Pretty sure that would not be a good idea. GT5 is supposed to be a family-friendly game. Gambling for in game items would go over poorly for so many reasons. If EA hasn't already tried to make money off it, you probably shouldn't try.
Also, gambling is illegal in many places GT5 is sold.
While I'm not saying the whole scratch off thing is a good idea, it wouldn't necessarily be considered gambling provided you were always guaranteed to win... something. It would simply be purchasing an unknown product.Also, gambling is illegal in many places GT5 is sold.
An ingame full standard car delearship (0/0 cars) would solve this problem nicely.

And Used Car Dealership is unique part of GT series design of the "non-Prologue" games from the first game - GT3 being the only exception so far - and it would be great to stay that way.
It adds so much to the overall immersion with the game IMO.
It might work if they put the scratch cards in specially maked boxes of Gran Turismo cerial. (A lightly sweatened oat cerial with marshmallows in the shape of Nissan Skylines.)
