I personally want to be able to do up comp trucks and be able to compete in 4WD comps and just 4WD freeroam. that would attract a lot more buyers and a bigger fan base
Ideally, a track editor would have more than just a selection of surface types. So when you are making a dirt track, the boundaries would be different as well as the terrain would be more extreme. As for actual track releases I would guess there are no dirt tracks en route to GT6.

It would take a complete redesign of the physics/game engine to implement more serious offroading and free roam maps are just too big. Its just not going to happen I'm afraid, some trophy trucks to use on the rally courses are the best we can hope for but even that is unlikely due to the cost/time involved with vehicle modelling and niche target group
I agree with @DolHaus. The physics engine is not powerful enough to get decent gravel and rally physics. There is so much more going on at the same time then on pavement. Between the ground and suspension movement...not feasible right now I don't think.
