I put together a video on the 4 (really 3) GT7 race engineers that I'm aware of that give voice feedback in-game. These are apps that run on your phone or computer that will talk to you in game. Getting audio to blend can be a challenge. You may need to do earbuds under your headset or TV speaker with computer speakers or something like that. I'm using the Turtle Beach Stealth 700 headset which lets you blend audio from the console via a transmitter, with bluetooth audio from whatever you want. It's ideal for this use case.

Victory includes some nice dashboards as well as voice feedback in multiple languages and um, attitudes. I really enjoyed it. As of now, it's free.
EzioDash Pro has excellent dashboards, but the voice feedback was a bit too synthetic for me.
GT Race Engineer is purely voice feedback. It sounds great and has a nice variety of information.
I've seen SVR Hector in video before and I'll take another stab at getting it to run, but on my Mac it required installing .net and using the terminal. I got it to load into the terminal, but got stuck on an apparent authorization or lobby ID issue.
