It certainly is now mate. There are lots of mods out for GTA IV PS3 as of the last week or so.

As for the OP, there aren't those kind of mods yet but I can assure you the community that is handling all of that is trying their hardest.

The PS3 was open before the hacking too, UT3 was moddable since it's release, the developers just have to make the tools.

It was done rather extensively with San Andreas on the PS2, so there should be little blocking it being done with GTA4.

Might have to make an account to view over 5 or something pages though. Not to mention almost all these mods require you to do something to your ps3 which I wont go into here.

That was on the game side of things, not the PS3 side which was only very recently broken open.
