It's a map with speculation areas based on screenshots and trailer. There's a thread from GTAForums that analyzing GTA VI map.
Keep in mind, the final map when reveal later on may have differences to the analyzed map.

Useful as a map piecing together 'what has been seen so far' but it's way too small to be the real map. It has to be after something like 10 years of development!

I always wished it would be the whole of Florida from an accurate scale, so 450 miles long BUT with the areas less filled in. So 100% of the area with just 10-20% of the 'stuff' if that makes sense.
