GTPlanet 911 - Server Emergencies

Like if the people don't get into GTPlanet after a number of seconds(e.g. 30seconds), then they'd get redirected to a temp. page saying that we're experiencing problems and have a time when GTP should be back up.

I know, that if the site is down, they wouldn't get the timeout script, but suppose we have a cookie or a file they download that's part of the site that would do that...
