Does this apply to anyone on the GT site regardless of location? The need to create a new PSN tag, will this still allow me to access my current garage? The thread was closed and i have questions in regards to these events as I would like to sign up for the next.
 
If you're talking about the WRS then yes, anyone can register. Submissions will not be accepted for another 2-3 weeks as the initial deadline has passed.
