Yes, Gran Turismo 2.

Reasoning:

Hint 1: Neutron - A pulsar is a type of neutron star.
Hint 2: 1999 - GT2 came out in 1999.
Hint 3: RA and RB - the Pulsar GTi-R was sold in two models: The RA and the RB.
Hint 4: Sabre - The Pulsar N14 was named the Nissan Sabre in South Africa.
Hint 5: The fourth in the second - The N14 is the fourth generation of the Pulsar, and the second is GT2.

Well, Laguna Seca does mean Dry (arid) Lake (waterhole) (although directly translated it would mean Lake Dry :lol: ), but I'm gonna await final confirmation :)
