About half an hour of browsing every UK car company on Wikipedia has led me to guess the Turner 803.
 
It's a production car - almost 150 were produced.

And no Turner.

The car had chain-driven front-wheels (like in motorcycles). And the public buildings stuff, it's the name of a certain building, not a material :p.
