That was the original rule I think, but a lot of people pass it on to someone else, trouble is it does indeed make the thread stall :(

I know for some it's due to time constraints, but for anyone who thinks they don't have the tools to work on a pic I recommend Gimp which is a very flexible image manipulation package, and is free. It has tons of filters, blur effects and whatnot which are very easy to use.
