If the Mega CD controller was anything like the Mega Drive II's that probably only means about five minutes... Those D-pads were horrible!

I had a third party controller were you could attach a small joystick to the d-pad. ;)
But normally it would indeed take just five minutes as you attached the Mega cd to the Mega Drive and thus used the Mega Drive controllers.

You're right! The game is also known as Road Avenger.
