It hearkens back to the days of arcade machines. Also Xzibit is hinting at something.
 
I guess it might have been a little too obscure. You'll all be surprised to know it's actually the arcade version of NBA Jam. Say what? It's a tank game hidden within the arcade game (hence the Xzibit reference). You needed to hold down all the buttons for all of the players, while pushing all four control sticks down to launch the mini tank game.

Does that really matter? As it happens, whenever I post on a trivia thread, if no one comes close to an answer, I add a clue a day later.
 
I will confirm one thing, the game's title is from this millenium, I won't confirm which series or year though
