EDIT: I FOUND IT! Its some place called QwaQwa! I googled "Black Pony South Africa"

You can guess what I kept getting when I googled anything to do with "prancing horse", even with the words flag and green in it.

All I can think of is Normandy, but I can't find evidence which suggests that. It's my only guess though.
 
Well, considering its got a christian woman in the middle and its red, white and blue, I'm going to safely guess that its most likely in Russia. Hmmm... is it near St.Petersburg? (The Christian lady)


EDIT: This flag probably is a historic flag for 2 reasons.
1) I don't think they would put a Christian lady in the middle of their flags these days
2) I can't find it being a flag of any Oblasts

The closest Oblast flag I could fine is this:

It certainly isn't a modern national flag, but it does look as though it could originate from a Slavic region (with the Pan-Slavic colours and all). Perhaps it refers to the eastern orthodox church? More clues would be helpful.
 
I guessed that it might be a flag of some sort of orthodox church as well since it has that cross and the typical orthodox icon in the middle. I tried searching for flags of different orthodox churches but couldn't really find anything.
 
Well, except for the cross, it matches the current Luxembourg flag
