Stuff like, changing a horn's sound, deleting an invisible wall, adding livery to a car, etc. etc. ... do you guys think this is even possible?

It's possible. Changing a horn sound would be easy, altering a livery would be more difficult, removing an invisible wall could be very difficult.

Those changes would only work locally, they wouldn't be reflected if you managed to get the hacked PS3+GT5 online. Things like car performance WOULD be reflected online however...
