Nope, you are mistaken. I just went onto one of my sub accounts which is level 12 A-Spec and bought a Bently Speed 8 from the UCD which is a higher level car than the level I am at.
I don't know. All I know is what Guardian said is untrue as I just went and bought a higher level car that what my level is currently at. I think that the level of the car just pertains to the level of ticket that it can be found on. I really don't know.
