Has the daily car/gift item sending procedure changed again?

I know we can't trade over million credit cars anymore but before I was able to send car parts to my second account and then send them back and duplicate them that way,I did the same with tuned cars but now it seems if I send a car/5 paint items or 5 parts to my second account then I can't send them back to my first account straight away.I get the message of exceeding the daily speed limit.

Could it be because both accounts are on the same ps3?
I do log out from each account as you have to in order to log in to the other one.How can I exceed my daily limit in both accounts when I have only sent them from one account??

yes unfortunately it's 1 car or ticket 5 paints etc per day per system

no probs I did start a thread in the marketplace but it was shut by a mod and then my save died so I can't be bothered trying again somewhere else or with another mods permission
