Headlamp Washer Jets

How come in Europe, even some of the cheapest econoboxes come equipped with headlamp washer jets, yet in the US, you can usually only get them from luxury car makers? I mean, I can understand that on the whole, Europe probably has worse weather (just an educated guess from how often UKers complain about rain), but the northern half of the US is no California either.
 
Why do you need them? Washer jets do not help with rain. You only need them to clear dirt every so often. They are necessary on the windshield because you can't see out when there is a little dirt there. On the lights, light penetrates the dirt just fine.

We have them on our volvo and don't know how to use them.

Mine work when I wash the windscreen when my headlights are on. You get quite an interesting effect of light "dancing" on the road when they are on.
 
Not every car in Europe has them. To be honest I've only seen them in a handful of non-luxury cars, namely the new Clio Sport and some Volvos and Saabs. The purpose? Pompusness is my answer; there's no real advantage they have over non-wiper-equipped cars, other than the obvious. To which not a lot of people really use them when you have a cheap car wash not too far.
 
I hate headlamp wipers and those sprays. Makes the car look ugly and are pointless imo. Ive been long distance driving in the night and the headlights don't even get that dirty.

Mine are recessed into the bumper and only pop up when in use. I don't have wipers on them. All you see is a wee bit of rectangular trim below the light.
