I went with a pair of WOLO Xtreme horns, combined with one I found out of an old Cadillac. Much louder than stock, yet has a good tone. I think I got them for only 30 bucks or so from PepBoys.

Do you not have the equivalent of the Highway Code rule 92 in the US?

There sort of is...

Michigan Vehicle Code
257.706 Horn or other warning device; siren, whistle, air horn, or bell; theft alarm signal device.

Sec. 706.

(a) A motor vehicle, including a motorcycle or moped, when operated upon a highway shall be equipped with a horn in good working order and capable of emitting sound audible under normal conditions from a distance of not less than 200 feet but a horn or other warning device shall not emit an unreasonably loud or harsh sound or a whistle. The driver of a motor vehicle shall when reasonably necessary to insure safe operation give audible warning with his horn but shall not otherwise use the horn when upon a highway.

It's fairly vague to be honest and there are guys with train horns around here that blow them without issue. A cop would more than likely only pull you over for excessive use (i.e. driving down the road laying on the horn).

But honking at someone to tell them the light has turned green, honking at someone who is coming into your lane, or even honking at someone to let them know it's safe to pull out into traffic all can fall under the "reasonably necessary to insure safe operation" part of the law.
