I can't get into the GT Cup in Italy, it's saying change tyres , i go to Car Settings in Garage and it won't let me change the tyres. Is that the Tuning Centre? Don't i have access to the Tuning Centre?

Thanks

Did you buy the tires you needed from the parts store? Only tires that have already been purchased can be fitted.

No i haven't bought any tyres, where is the parts store, in the garage? Do i just have to keep winning races/credits until a car with bigger tyres is gifted to me?

The tuning shop Understeer Engineering is unlocked pretty early in the Menu Book "career".

It won't be the size of the tyre(s) it will be tyre type & compound specific to that event. Have a look at what tyre(s) it says you need then go to the tuning store & buy them.
Just make sure you are in the car you're going to use for the event when you buy the tyres.

I will take an educated guess and maybe he bought a car, wants to enter certain race, but original tires don't match the requirements and didn't unlock the tuning shop yet to buy the needed tires

Need to elaborate on that

As you can see from the screenshot here i am trying to enter the ASIAN Clubman Cup and it gives me this message;

Each race has regulations. Your car has to meet them. The game is giving you a notice saying your car doesn't meet the regs, which regs you don't meet, and what you need to fix for that. Go through the menu books if you haven't, they actually hold your hand and explain it all to you.

Likewise when i try to enter the ASIAN GT Cup i get this message;
Two things:
Wh n you go to the "Change Car" option, there will be cars flashing yellow. Those ar cars in violation of the regulations. Those cars will need to have adjustments made to fit the regulations/requirements for that race.
The other cars that ARE NOT flashing yellow, those cars can be used for the race.

Second thing. The "PP 630" and also as it reads "GR.4" and "Race Car", you need to see what cars you have in that Category. Once you select hat type of car, you may have to adjust its performance.

Adjust imgrhe performance can mean detuning the engine power by using the ECU in the car settings. As well as selecting a different tyre, adjusting weight, adjusting the front and rear aerodynamic parts.

Click on each part for help.

Just go down to ''Change Car'' and the you'll find the cars that you own that are eligible. The flashing ones require some sort of modification but the ones that aren't are good to go 👍

Edit: Tree'd by @05XR8 while I was looking stuff up.

You'd be surprised by some people that have never played a GT game and some that just don't know about cars. I mean, sure, many don't read the manuals, but some people actually don't know how to navigate games.
^^This^^
I have a friend that constantly sends me voice chat invitations so I can walk him through games that he knows I own, quite commonly in GT it's licence test walkthroughs, what cars are best for a given race, and race strategies, but menus are also up there as well (''Where do I go now?'' questions). It's easier than reading a manual for him but luckily he's a very funny bugger so I don't mind helping him in the least.

You're trying to enter a Murciélago Road Car with ~700pp into a race for Gr.4 race cars with a maximum of 630pp.
The game literally tells you what's wrong with your car, what's so hard to understand in that regard? :confused: Or do you also bring a gun to a fist fight?

yeah but the tuning garage is a maze.
If you have clicked on each part, there is a button to learn more. "Rupert" will explain the purpose of some parts and what they do. if you don't want to read about the parts and just want to click and buy and hope for the best, start with tyres.

Go to a race, at least, look at the four cars at the bottom of the screen. If you have one of those cars, go to Change Car and pick one of those four cars.

Next, if the regulations specify, read what tyres are required.

Check the Car Settings. Look at the top of the screen and see what tyres are already fitted to your car. If you don't have the required tyres, go to the Tuning Shop and buy those tyres.

Honestly, if you can't be bothered(not having a dig at you, seriously) to read the help options, stick with reading the regulations and choose the cars suggested by either the Menu book or the cars shown in the pre-race screen. You'll get an understanding of which cars you'll need to use and what parts are required.
