New York isn't actually all that bad compared to Cali. Older than 1985 and your exempt, 1985-1996 all you are required to have is a catalytic converter (no one does it anyways because shops go by the 96 rule) otherwise anything goes and after 96 you have to have everything and rules are strict on motor swaps.
 
Historic plates do exempt you from certain things. Here in California any 1975 or older vehicle is exempt from SMOG laws.
 
I knew it was mid 70s for Cali. If that Mustang is exempt in Cali which it is, then I think its exempt everywhere in the US because Cali is the worst.
 
If Cali is the worst the i would think it shouldn't be an issue anywhere else.

I dislike people who make rat rods out of '55 Bel Airs/210s/150s. But... that one is drag oriented so I guess it's slightly more OK.

Oh, and Chaparral called.

I found this while fidnding mudding images and I must say, this somewhat looks...interesting, what intrigues me the most is the unusual color selection.

Pretty sure that was a factory color combo. Love it.

Lots of nice 2 (and 3) tone color combinations back then.

In fact, with the exception of the hubcaps which I think are Lancer caps, and that it might have had because it's a chrysler product, and the exhaust tips, that car is absolutely stock. Hell maybe even the exhaust tips are stock.

The last flamed Cadoo on the other hand, got damn.
