It should change the driver automatically, as I've seen in any race that requires multiple drivers.

Yes, it should be automatic every time they pit, but you can pick who takes over manually from the menu in the pit lane. I don't think that you can nominate the next driver while racing before the current one hits the pit lane, but I could be wrong there.

It usually goes straight down the list: 1,2,3,4,1,2.... I'm not sure if it can change based on who has more strength or not, doubt it. I've found that if you have one driver that is superior you can usually get him to full strength and back in the car after only running two of the others.

Of course you do have to bring a team of drivers to the track in the first place. You can't call up somebody you left home.

Select 2 drivers when selecting the race. Some races only allow 1, some 2 or more. If you only want 1, you don't have to use all of them. The La Sarthe online race allows up to 2.

You can choose which driver will start the race, if you like. In the lobby, choose "select starting driver" just beside the green 'start' button.

When Bob pits for whatever reason (whether he decides to or you ask him to), the next driver will automatically get in the car.

Obviously, you need to have multiple drivers. More driver slots become available as you level up.

You can select the drivers in the tire selection box upon entering the pits. The current driver should be at the top of the box (above the tire selections), click his name and the list of others should drop down. You can also use the auto-pit by strength level, but I don't think you have an option of which driver will replace him. At least not until hitting pit lane, that is.

All in all, it's only automatic if you don't adjust that option, much like it would choose your tires automatically.
