Could you elaborate?

He’s talking about painting a car with a base coat (chrome, for example) and then applying ‘stencil’ decals all over the car that are, for example, a neutral color. The end result is it makes the ‘unmasked’ part of the decal chrome. It’s the easiest way to make decals that are metallic or chrome or whatever paint you want.

Obviously this is going to involve making your own decals. To the OP - I personally use GIMP. It’s basically a free version of Photoshop. Just load up the decal you want, then use the magic select wand to select the decal. Then, cut it, select > invert and make the “mask” whatever color you want using the color settings.
