how do i get a ticket 09' ??

That means a birthday ticket from 2009.

Setting up an online account with today's date as the b-day and 2009 as the year is the only way to get it in-game without anyone else's help.

Since it's "under 18" you will have to link it to a "parent" (most likely your main) account that has credit card associated to it.

That or you can get it by trading/gifting.

I dont think theres an age restriction for how young you are. Theres no restriction on how old you can be either though. My birthday is set as March 13, 1862
