You have to beat the mission called "Rub Out". I wont tell you about the misson, because I wouldnt want to spoil it but...
******VERY SLIGHT SPOILER*****
You eventually get to own the mansion on Star fish Island. Once you obtain that mansion (after beating Rub Out) you will be able to buy clubs and stuff....but no earlier. You can, however, buy new hideouts, but the mansion will be used as a hideout too!
