How do you change that bit of text above the avatar?

I always see people with bits of custom text over their avatar.
How do you do it?
Do you need a certain amount of posts.
Oh yeah how come I cant make a new custom avatar. By the way the ones that are on your siter are great but I wanna make me a (really crappy) Chris jericho one

To make a new custom avatar you have to have at least 200 posts. To change your user title(text above avatar) you have to have at least 1000 posts.

Don't worry soon you will be at 200 and then 1000 and then you can do it all..
