How does the % complete work exactly?

I don't think 0.13 is the right figure.

Most missions send it up by 0.2. It is only about every 4th or 5th one where it goes up by 0.1.

This suggests the figure is about 1.7 or 1.8.

I tend to agree. I only have the 34 missions done on my current game and I have 5.7% done. It could range from 5.7/34 = .1676 to 5.79/34 = .1703. So .17 is a good guess. (Unless, of course missions count for more...)
 
I am now at 99.3% with 4 missions left. 3 x 3 laps at NY, CD'A and Le Sarthe + M34 (which I want to leave to last). Did Seattle last night so I understand Gumpy's view. Found that the most frustrating so far. Note: I was second just after the stadium on lap 1 and took 1st on the second lap. Lost the lead on the s/f straight but got it back t the hairpin, then never looked back.

fwiw I have been away for a holiday, and first go on the PS2 yesterday I did 8 or 9 missions, really nailed them.
