How I'm going to save Formula 1

F1 is just boring to me right now and I have a feeling that it wil get worse. I can understand that some restrictions are needed when it comes to safety and can kinda understand having budget restrictions (rather not have em), but I feel like they are taking the restricions to far.
 
Make the chassis construction a 'within limits' control item. They should be built in a certain shape, of certain materials, to certain measurements but with generous +/- tolerances to allow for a reasonable amount of performance customization. Additionally the chassis design should be carried over to F2 (or F2 carried forward to F1) allowing teams to on-sell used cars to recover costs.

This is already part of the rules. There are defined boxes that the chassis must fit inside of, along with crash tests it must pass and strength tests, etc. Exotic alloys are banned in the construction of the cars.

If you want to control costs in F1, you must limit the number of personnel on a team and allow for more testing for the back-markers. The ban on testing has just meant that those teams with the best wind tunnel do the best.
