Sorry but the fact this thread exists is enough proof that you can't.
You can have fun, sure, but you can't have a good "race" in GT6's offline mode. The exception being split-screen of course, but then you're not exactly racing many competitors.
You could try driving underpowered cars on comfort tyres.
Problem is you'll either be fast enough to keep up, in which case the rubber band effect will come into play and the AI will slow down. Or you'll be too slow and the rabbit will just drive off, never to be seen again.
The only solution to your question that I can see sadly doesn't exist at the moment; better, more intelligent AI and an option to turn the rubber banding off.
In answer to your other question, I'd say the Red Buĺl events are the most difficult races in GT6.

That "helped" as far as the races that was active for. Now, I'm grinding Nurburgring with 550PP cars and not getting rewarded for it. So much has been lost in this game.

Just squint reeeeeeal tight when you're driving by that McLauren GTR F1 with your Miata and you can almost make believe it's just a Chevy Cavalier with a bad muffler:tup:While I agree that helped you can do that anyway now you just don't get the extra reward.
Maybe its just me but I would like to be able to race similar class cars vs their counterparts be it race or road cars.
This in my view makes the whole thing more immersive.
So you either use a car from a lower "class" or hobble yourself by turning down the limiter & dropping a tyre grade or two.
Even this does not work at times I can sort of forgive bad cornering by the AI but when I am in a car that I know is 30 or 40mph slower than the one in front & I pass it down the straight it does my head in.
Its like playing a FPS & using the shotgun when ever possible to make it challenging. Then finding out you never need the rocket launcher cause the shotgun will blow up tanks just fine.
